The new Velindre Cancer Centre in Cardiff will deliver vital, world class facilities to secure the future of cancer treatment in Wales. As one of the most innovative oncology centres in the UK, it will be a flagship for sustainable healthcare infrastructure, incorporating cutting-edge treatment facilities and innovative design.
Innovative cancer patient care
Velindre Cancer Centre forms a part of Velindre University NHS Trust’s Transforming Cancer Services in South East Wales Programme, targeting delivery of improved cancer care for the 1.5 million patient population of South Wales. The hospital will provide patients and carers with high-quality and sustainable services and will help deliver the most effective treatments. It will also provide national and international education and research, and innovative cancer patient care.
Enhancing the environment
The project targets BREEAM ‘Excellent’ via all-electric design, low energy demand, and low operational carbon. This landmark hospital is poised to become one of the most sustainable hospitals in the UK. Due to open in 2027, its design incorporates sustainable material innovation, elements to foster community inclusion, and a strong commitment to enhancing the environment, making it a beacon of modern healthcare infrastructure.
Osborne Clarke's role
Osborne Clarke has played a pivotal and proactive role, supporting the Acorn Consortium, led by Kajima Partnerships, alongside Sacyr, Abrdn, and the Development Bank of Wales, through to financial close.
The Velindre Cancer Centre is one of only a small number of Mutual Investment Model (MIM) projects to go ahead so far. This is also a significant project for the Acorn Consortium, being Sacyr's first PPP transaction in the UK. The work underscores Osborne Clarke's ability to provide comprehensive legal services for ambitious transformative infrastructure projects. The firm, with its multidisciplinary expertise, was uniquely positioned to handle this complex and significant project.

Facilitation and management
Facilitating the installation of state-of-the-art medical equipment, managing interfaces between the build programme and the Hospital Trust's installation and commissioning.

Maximising sustainability
Maximising sustainability credentials and mitigating environmental impact (including in relation to protected species e.g. dormice and areas of designated habitat and scientist interest)

Coordinated project management
Project management and coordination of legal workstreams among a large number of stakeholders, design teams and funding entities and their advisors.
