Osborne Clarke advises leAcque, the new network of water services managers in East Lombardy

Osborne Clarke advised AcqueBresciane S.r.l. SB, Padania Acque S.p.A. and AQA S.r.l. in the agreement, sanctioned by a network contract until 2030, which unites under the name of leAcque the three public companies providing the Integrated Water Service of the provinces of Brescia, Mantua and Cremona.

The purpose of the joint venture is to create a strategic convergence to face the challenges of the sector together, through a cooperation that strengthens the operational capacity while maintaining the legal autonomy of the individual companies.

The main objectives of leAcque are the territorial consolidation of the three companies owned by the local authorities and the provision of a unified service for all users in the provinces, through the sharing of several areas of intervention: water laboratories and analysis, engineering and integrated infrastructure planning, IT systems, digital transformation and cybersecurity, energy efficiency and renewable energy plants (RES), personnel administration and ordinary support. At the core of the activities are competencies, with the view that the transaction does not mean centralisation, but rather a shared operational intelligence.

Osborne Clarke's team was led by partner Giovanni Penzo, assisted by junior associate Matteo Tracanella, advising on all corporate aspects related to the structuring of the network entity, composed of entities with their own legal personality.
