Osborne Clarke advises ToRa on agreement with Alpiq regarding large-scale battery storage project in Saxony

Published on 15th December 2025

Osborne Clarke advised ToRa GmbH, a renewable energy project developer based in Leer (Lower Saxony) and a long-standing client of the legal practice, on the conclusion of an agreement with the Alpiq Group to realise a large-scale battery energy storage system (BESS) in Saxony. The facility will have a power rating of at least 36 MW and an energy storage capacity of 144 MWh. Ready-to-build status is scheduled for the first quarter of 2026, with commissioning in the second quarter of 2028.

With this project, ToRa and Alpiq are advancing the efficient use of wind and solar power in Germany and addressing the growing requirements for system flexibility and security of supply. ToRa brings more than 20 years of experience in the planning and implementation of renewable energy projects. Alpiq adds proven expertise in the operation and marketing of flexible assets as well as financial strength – a combination that enables significant success in the highly competitive and complex BESS market.

Alpiq is consistently expanding its commitment to large battery storage in key European markets; most recently, the company secured in Germany a pipeline of BESS projects with 370 MW. The newly agreed undertaking in Saxony fits perfectly into this strategy and at the same time contributes to the success of the energy transition.

The Osborne Clarke team advising ToRa was led by Dr Christoph Torwegge (Partner) and Julian S. Tristram (co-lead) and included Alexandra Abeln (all Energy / M&A) and Dr Jule Martin (Regulatory).
