Sean Kagan
Sean is Vice President Market Management based in Osborne Clarke's San Francisco office. Sean works closely with tech, media, and communications clients on global expansion legal issues. He also supports fintech clients and initiatives across the West Coast, helping innovative companies scale internationally while managing complex regulatory and legal challenges.
Sean has worked for the UK Government’s Department for Business and Trade at the British Consulates in Los Angeles, Boston, and San Francisco. As Senior Trade & Investment Officer and as Vice Consul as part of the consulates' Technology and Infrastructure teams, Sean consulted with start-up founders to Fortune 500 executives around their international expansion plans and regularly collaborated with law firms and policymakers to educate companies on regulation impacting their international business. As Senior Trade Policy Advisor at the British Consulate in Los Angeles, Sean was responsible for the implementation of the UK's state-level trade policy strategy across the US Southwest and Hawaii and worked closely with governors' offices around memoranda of understanding to deepen the UK/US bilateral relationship.
Sean also worked for the U.S. Department of Commerce as part of the SelectUSA program where he was an Investment Consultant and Northern Europe Portfolio Manager. In this role, Sean collaborated with Investment Advisors across US Embassies in Europe and provided oversight and support of investment promotion work consulting with European executives seeking to grow and expand their US operations.
Born in Los Angeles, Sean joined Osborne Clarke in December 2025. He received a Bachelor's degree in International Relations from the University of Southern California. He was also part of the University of Cambridge's International Security and Intelligence program's 2013 cohort and the MIT Sloan Executive Education's Greater Boston Executive program's 2017 cohort.
