Simon is a partner in the Projects, Real Estate and Finance team of Osborne Clarke. 

With a career spanning 30 years, Simon specialises in the development and financing of major infrastructure projects. He has extensive experience of advising on projects in the UK, Middle East and Africa in the transport, infrastructure and renewable energy sectors. 

Simon brings a unique perspective to his clients, having previously worked in-house internationally and in private practice. He has held previous roles as a partner at Simmons & Simmons and Ashurst,  and between 2011 and 2016 he worked in Abu Dhabi as General Counsel for Mubadala Petroleum and then Mubadala Real Estate and Infrastructure.

He has acted on a wide range of both availability based and merchant project finance transactions (including PPP/PFIs) for sponsors, contractors, funds, lenders and governments in rail, wastewater, power, airports, ports, healthcare, education, student accommodation, housing, roads, defence, and solar energy. He advises on all forms of project documents.

My experience covers a wide range of infrastructure sectors in a number of different jurisdictions since the 1990s – both in-house and in private practice.  Whilst some elements of major projects are unique and “first of a kind”, there are also often common issues that arise across these transactions, and I’m able to draw upon my experience of working on these deals over a 30 year period to deliver efficient, commercially pragmatic, legal advice. 

In more mature PPP jurisdictions, such as the UK operational, expiry and pre-termination, issues are becoming increasingly prevalent. Given I was closely involved in UK PPP as it evolved, I’m well placed to provide both context and valuable insights on these projects.

Legal technology continues to have a profound effect on the delivery of legal services and, given the complexity of the sector, Projects is no exception. I work with both knowledge and technology teams to use these resources - in the right way - to improve the service delivered to our clients.
