The European public sector spends an estimated €1,500 billion each year on private sector services and products and is increasingly doing so through complex procurement routes, including PFI PPP framework and partnering contracts, web portals and reverse auctions. Those organisations operating in the public sector need specialist legal advice that is responsive and commercial in outlook, to help them attain their goals.

We advise the private sector on every aspect of negotiating transactions with the public sector from Invitations to Participate in Dialogue to contractual/financial close. Together with the specialist expertise required in all relevant disciplines, we also have the legal project management skills to deliver on time and budget.

We also advise authorities (including Executive Agencies, NHS Trusts, Primary Care Trusts, local authorities and Universities) on the implementation and negotiation of major project procurements.

In addition, we routinely advise on issues of public accountability and are frequently asked to comment on the political and strategic implications of a proposed course of action. We also advise authorities on their powers and duties, and upon the 'vires' of their actions and decisions.

Examples of our recent experience include:
  • Advising the preferred bidder on the Wave 2 Cumbria and Lancashire Independent Sector Treatment Centre
  • Advising the Registered Social Landlord, Hard FM and Soft FM Contractors on the Caring4Croydon Social Housing Project
  • Advising the ICT Provider on the Lancashire Building Schools for the Future Project
clients:
  • FCC Construccion SA
  • Hedra Plc
  • LIFT Partnerships Ltd
  • QinetiQ
  • Tribal Group Plc
