Jon is the head of Osborne Clarke’s telecoms practice and has over 20 years of experience working in the telecoms sector. He advises clients on all aspects of telecommunications and internet related law and issues. Jon is a regular speaker and writer on telecoms and IT issues including speaking regularly at the Westminster eForum on mobile telecommunications issues.

The Legal 500 has described Jon as having “‘an excellent understanding of law and regulation and a clear, practical understanding of the technology’ and as being “commercial and a proven deliverer of results”. Jon is ranked by Chambers for telecoms. Chambers says that “the “exceptional” Jon Fell is particularly expert on regulatory and transactional IT and telecoms matters, and advises on large, complex managed network agreements and procurement’s. Jon is a trustee of the Codesandciphers Heritage Trust which runs the National Museum of Computing at Bletchley Park.

Advised EE on the contract terms of its deal to provide a resilient 4G network to the Emergency Services as part of the Home Office's £1.2bn procurement for a new Emergency Services mobile communications network in Britain.

Advised Admiral on its procurement of fixed line telecoms services from Telefonica. OC advised on the initial procurement, negotiations with Telefonica and the termination of the incumbent supplier's contract.

Advises Selfridges on the procurement of software and software services. Provides Selfridges with strategic advice on its existing Oracle software licences and the procurement of additional Oracle software and services.
