Jeremy is a commercial and regulatory lawyer who specialises in regulated or part-regulated sectors including rail, bus, automotive, power and utilities.

He has broad experience supporting train operators on franchise and concessions bids, as well as advising train manufacturers and ROSCOs on fleet procurements, maintenance and leasing. Jeremy is an expert in the regulatory framework that applies to rail having joined the firm from the Office of Rail Regulation (now Office of Rail and Road). He also advises clients in the utilities sector, including the UK’s largest DNO, as well as ’big six’ and smaller energy suppliers.

He has a particular interest in “Smart Cities” from a transport and energy perspective, and advises a range of clients involved in smart metering, as well as technology companies looking to innovate in the transport sector. He is actively involved in a number of intelligent transport initiatives across Europe, covering topics such as Mobility as a Service (MaaS) and connected transport.

Jeremy joined Osborne Clarke from the Office of Rail Regulation in January 2013. He has a post graduate diploma in EU competition law.

Power and Utilities

Advised Western Power Distribution on a broad range of commercial matters including smart metering procurements, Surf Telecoms (its telecom network subsidiary) on its terms and conditions and on bids to provide services, and on contracts, regulation and strategy for large network modification applications to National Grid.

Transport Regulation

Led the firm’s legal support to the Office of Rail Regulation on the periodic review of Network Rail (PR13); advises train operators on access regulation and regulatory codes; advised start-up taxi app developers on regulatory barriers to entry in the UK; advised the overseas parent company of a UK transport operator on an internal group investigation.

Train operators

Advised on bids for the Crossrail concession, the Thameslink franchise and current direct awards; advises TOCs in ongoing matters on existing franchises.

Bus operator

Advised on various commercial matters, including its involvement in the Bristol MetroBus Bus Quality Partnership and support on procurement strategy, regulatory and competition framework, and key commercial agreements.

Rolling Stock

Advised Siemens on the maintenance agreement in connection with a new order of Desiro City units for SSWT; advised a manufacturer on a bid to provide new build rolling stock.
